The long answer would be that it doesn't matter what base you use for your website (although I'd recommend you use wordpress to begin with as it seems you're starting from scratch), but what your website contains. Adsense should be an addition to your website and not something you build your site around, really. Of course it's an important part if you're wanting to monetize your site, but try to focus on good content to get traffic to your site, and then ad placement.
