A new channel approved after 10k views?

I was uploading news clips on an account that just got terminated.

I'd like to make a new channel and I'm wondering if anyone made it past the 10k views review and got approved with less than kosher material? Any ideas on what would be the best way around this? Buy an account already approved or maybe upload public domain videos until it is approved? Thx.
