So basically I use a CPA Network (that allows fake content) to promote files that do not exist. I don't want to get into any legal trouble so I added something telling the visitor that they are agreeing to the terms and conditions before they download. The terms and conditions basically say that the file isn't real and it is for fantasy purposes. I was wondering if it would still be 'fraud' when it clearly states that the file isn't real.

Why don't you just offer something of value? They are making you money, it is only fair you give them something of value.

It's not really possible in this situation, but would adding the terms and conditions help?

I think it's a crappy method and you would be better finding one that added something positive to society. I wouldn't offer any help in this situation... sorry.

I'm not asking for help, I just really need to know.

Asking that question is asking for help... are you being obtuse on purpose or is this really your thought process?
