create a page on your site called "Become a Writer" / "Become an Editor" and explain your rules , and when people visit your site they might see this page and be interested in becoming authors.

Or go to freelancing sites (PPH, Upwork, etc) and try to recruit them from there. Probably not the most legit recommendation, but hey, if it works that's all that matters!
