I thought I was coming to read " A good and indepth adsense approval guide" but only met a question.
Anyway, here's how I've always gotten my sites approved.
Set up your site as you would any other site, write up to 25 informational article, you can write more as more is always better long as they'er of good quality and solve a problem. After publishing 20 of those articles, apply for adsense, during the period when they're reviewing your site, start publishing the remaining articles one by one drip feeding them daily. This way who ever is reviewing your site would see the site as a high quality and regularly updated website.
This will work if and only if you're publishing unique high quality articles that solve a problem or answer a question in your niche. Don't worry much about niche anyway, as you can get your site approved with health niche(works almost all the time) and later on start publishing your fashion(or whatever) articles.
