I have a lot of accounts but they need profile pictures and bios added to them. Is there any bots available that do this?
Also, is there any picture spinners available that change the frame/background of a picture multiple times with ease? Like a batch edit program. Thanks guys.

No. What you want requires a custom bot.

You can try experimenting with irfanview since it has the option to "batch edit" your pics very easily. I think photoshop has that option too but never tried it.
