_PAYONEER_ : HELP needeed ASAP !

So i was thinking to apply for payoneer.com .
In order to receive money through ATM's i need to have a partner accnt with either plimus.com or 2checkout .
What i plan to do is . I am having a paypal with money. since i dont want to link my bank accnt to it as it currently in use for a different paypal which has been limited I am going to u se this accnt to buy my own products on plimus ./ 2checkout.
Thus my payoneer card will be funded and i could easily receive money thr uany ATM>

I just need to know which plimus/2checkout accnt will cost me less due to fees while doing all of the above.
I want to lose minimum money.and i plan to use this method for a long time.

any suggestions on which ac c nt to make might be very useful for me guys.so pls paste your thots here..

plimus is the best, I use them for a year now, they are very good

how much time required for payoneer to activate accnt

once you receive it..activate it online and load it up...that quick
