99rdp.com scam or legit?

ok here is the thing..i want to purchase residential usa ip rdp from 99rdp.com and the sell it 25 usd per month its crazy cheap price right? but i dont feel good about this site i cant trust them i dont know why...first i made a mistake and made duplicate order of what im going to purchase then i couldn't find any option to remove one of the orders i contacted support and the guy game me paypal id and told me send the money here i told him i have 10 percent discount code and he said ok send 23.5 usd its not formal sale site at all anyway is this site scam or legit?
