8k links from a backlink

Today i checked my site using webmaster tool and found out there's 1 backlink that has 8,630 links pointing to my site. But when i went to the site and checked, i only saw he place my link on Homepage's footer, other pages footer does not have my link. I'm just afraid would this make my site might get penalize? But there are no manual actions found yet.

If you are concerned, get the webmaster to remove your link from their footer.
 
Maybe they initially added a site wide link then changed it to homepage only?

If it's a 1 page link now then don't worry.
 
Don't worry about it. I had over 200.000 links one time from one domain and nothing happened.
 
If you're concerned and the webmaster didn't answer, just disavow their site.

Maybe the footer's link were hidden in all inner-pages (though it may be still there). I think the backlink's quality is not high but will not harm your ranking.
