Tried that but apparently their billing system is having problem.
They live chat was of no help and asked me stupid questions.

Perhaps the result of their sale to EIG

I think it's because of the heavy traffic. Some years ago they offered 90% off on any package (it was a Black Friday deal), and I had the same problem as you have now. Fortunately I didn't give up and successfully purchased a VPS

Yes might be the issue with heavy traffic. I signed up an hour ago and still waiting for the welcome email. Anyone else with this problem.

Don't they review the accounts manually before set them up? Last time (4 weeks ago) it also took hours to receive the welcome email.

That is a really sweet deal. I've really just been looking for offshore hosting though. Not very familiar with HostGator, might have been worthwhile to swap over my sites that I have at arvixe for that price.
