7 Pack

Whats the rule for the 7 pack in Google Local? I have a client who wants to rank for "medicare supplemental insurance". Yes, its competitive, but for some reason even with geo modifiers, there is no 7 pack listing for anything to do with medicare insurance. Why is that? Has anyone experienced this before?

Not all keywords will have a 7 pack. From what I have found it's because its either not geo targeted (or google doesn't think it is) or there is not enough people in the area that offer the service localy. Very specific terms like that will normally not have google+ local pages in organic listings.

Now if it was a local business like [city] + dentist, restaurant, night club, bar, etc. then it would be no problem.

Here is an example of one that does though: "houston medicare insurance"
and another.. "medicare insurance in seattle"

As you can see these terms are a little more general and are located in bigger cities with more competition. Hope that helps!
