All aforementioned suggestions are all good. All you have to do it pick one that you're comfortable of doing and take action. Learn more by reading the forums. You can stretch that $60 to build a good solid income. Good luck.
 
I think you should not buy a domain and hosting yet - to be honest, making a successful website needs way more than $60. I would buy 1 - 2 useful tools (email scraper, scrapebox or you can find a lot of them here on BHW for free) - try to sell what you can get from the tools to people. The key is to contact people who need your service directly - and the rest is " how you approach and sell it to them"

You don't need to buy anything! Deposit you money and start to think about no investment systems!
 
I suggest find people like you 60$ in pocket and in search of spending :). than do a partnership. 60$ isn't enough if you buy domain on cheap rates. its designing and dev will cost you more than 60$ so this is no use. try to build your skills in IM or online services like SEO or link building and you will earn millions without spending 60$.
 
Highly creative idea, without using the typical domain/blog route : find a used waterproof camera at that price. Upload video of time lapse seaweed growth for ad impression shares.
 
don't just waste your money now, instead save some more money and use it later to buy hosting+domain and seo softwares. until u get more money just use free methods to earn money, there are a lot of nice methods posted in the Making Money section here on BHW :)
people are saying to buy website+hosting, but you should get to know the basic things before you get these things. try blogger, or web.com till then and learn how to manage websites, how to promote stuff and all that and once you have experience, buy hosting and domain and go on full pace ;)
 
Find a easy-medium keyword to rank for
start a blog
get accepted on a good affiliate or CPA program with the blog
spend the $60 on a good BHW marketplace link building service (diversify anchors and links to deep pages)
Watch what happens

If you are starting out with enough money for hosting and a domain name then you are starting off better than
most of us when we started out and there are so many free guides to making even $100 or more per day.
