Can anybody please tell me if for example we buy a godaddy or name cheap account should the 60 day lock period is must ? Before I can transfer to someone

Yep, regardless of where you get the domain. 60 days lock is ICAAN requirements, after the change of registrant name.

At NameCheap, you can transfer to another NameCheap account, but not using a transfer code but instead an 'internal push'..

Its the same everywhere - Godaddy, Namesilo, Name.com, Dynadot. Internal push is working, the lock is for transfer to another registrar.

yes, that is a must but you can push the domain to another account on the same registrar.

If you push your domain to another account within same registrar, you can do that right away.
