6$ budget for .com domain name + hosting. Should I avoid Godaddy ?

If you are serious about getting to top, then better raise your budget as there are several other expenses after setting up the site. "You won't regret it" part was meant for choosing a better host. If you signup for a terrible host that takes 4-8 seconds to load page, then the chances of getting to top are slim.
Completely agree, you defenitely will need more then 6 buks for getting the top, but hosting you can change much easily, then the domain. Anyway, better to spend little more, but to be with adequate hosting provider and domain.
 
OP won't get a main site in 6$ either.
99.5% yes, but sometimes you can get promo from adequate registrars and find a hosting provider with nice discount. If you don't have heavy website, of course. Then only dedicated server is an option. Or the cloud, which isn't cheap as well. But I guess our topicstarter doesn't have such site.
 
I've only registered 10's of domains, but they all have been smaller sites with shared hosting. I've only ever had problems with GoDaddy, mainly because I turn off auto-renew for some unknown reason and I have to fight to get the domain back. I've tried others but Namecheap has been my goto. As for hosting, I always preferred Fastcomet. It seems like my load times are always top notch, but I've never used their bottom tier and they were all around 50k views a month. I'm pretty sure they give you a free domain too. They do a phone verification, though. They gave me a quick call and seemed like they just wanted to get a human on the other side. If everything is whitehat, it's worth looking into.
