put that 450 away and start with 50 and start reading the various methods here. then only use the money once you are confident in that method.

Choose a domain, create a few samples on Wordpress.org as a portfolio, and start building off of that. I can't tell you how much I wish I could've started design/dev work back then.

I'd say, use 50$ to please yourself, spend it whatever you want to reward yourself.
invest 50$ in some stuff and try to make money.
put 400$ aside
