For me this is a system clearly blocking you , either wait a few weeks and try in two month to re make an account ( probably wont work ) or:
New computer new ip new all ( you have burned your addresses your cc ) so to acomplish this, try to go cybercafe, or library use their computers their address and make a new account .
Or find a friend and ask him to make an account for u with his computer at his home.
Or try to set up a free VPS and connect from than vps to make account and do ur sellings ( there are vps at 7 USD month out there ).
Or buy a VPN clear your computer as much as posible , use mozille in incognito mode and try again.
( never use same pictures u did in ur old accounts ).
( never use your phone, ip, cc address u have allready use in if were block )
All must be new you have burn the olds .
If you finally try to do something of the above , look for more info arround, now is your effort to sucesfully go arround this.
( the problem could be u have used tardemark names , this is a NO NO in any reselling platform, so try to avoid this names in future listings ( your sales will drop but there is no other way ).
