for the purpose of a PBN, what do you think of using these hosts that charge like $5 or $9 a year for hosting? I cant understand how anyone could run a profitable hosting company at those prices.
are they reliable? do I even need to worry about reliability?

Go ahead with them. Its all about testing...few might die soon but you will have to look for more replacements. Keep check of their uptime using uptimerobot.com and ditch the ones which give less than 95% uptime in a week.

Also dont forget to backup your PBN incase the hosts gives some problem

In my experience with building blog networks you want to check the hosting company
to make sure there are many reliable factors

Age: Do a whois on the age of the domain. Is it greater than a year
.Com: I prefer to work with .com's over anything else.
Unique Theme: If they don't have a unique theme, they're most likely fly by night. That's bad.
Download speed check:Test to see their speed. If it's slow, they'll most likely die soon.

$9/year for hosting is totally fine.

Keep an excel sheet of domains and try to have their contact on skype for quick support
in case they go down
