In Australia, we ave a telecom company called "Telstra" and they have a product called "telstra air", which (located in parks, old pjhones, Towers in the city) provides unsecured access for telstra customers across the country- with no caps. Thgousand of people use it everywhere its all over the country.

1.) is this similar to a 4Gproxy?

No it is not. Based on your explanation it is a shared connection POOL.

Doesn't resemble 4G proxy. These is something like VPN, they're giving you access to a large, shared IP pool.
