Well, if you have a subscription for mobile proxy, or let's assume you have configured a proxy yourself and now you are connecting to that mobile proxy, so then yes 10 people can connect to the same proxy but it will greatly affect the speed of the mobile proxy since 10 people would be connected to it. By the way, why do you want to achieve this?

Of course, it can and it's absolutely possible, in a normal, real-world environment this happens daily basis. This is how 4G proxies function.
The 4G subnets of each particular operator are not that large to assign a single IP to each user so most people are thrown under the very same IP.

Yes, it is possible for multiple people on the same mobile network to have the same 4G IP address. The issue is that it can cause slow loading times and dropped connections.
