Your ISP probably has a lease time for each ip. There's not much you can do other than trying another ISP.

Mobile carriers work on similar network infrastructure as cable providers.
You receive an internal network NAT address for the phone, which is then routed externally via cache servers to the WAN.
It's possible to share IP's externally because internal IP's on the NAT also can be assigned different sub-nets.
02 does not have 19 million IP's so that's how they do it.
Its one of the reasons 3g 4g are so good for stealth, IM firms except that your IP is shared and can be changed by just a network drop.

Take the sim card out and put it back in or try rebooting the modem.

Eu estava tendo esse mesmo problema, estou fazendo isso e está funcionando: Ligue o modo avião, após 30 segundos desligue o modo avião, assim que desligue, ligue seus dados móveis e roteador, isso tem que ser feito em questão de segundos, tem que conectar os dados móveis e o roteador ou o mais rápido possível.

Try pulling out the sim card and putting it back in.

How can I find out the lease time for each ip before getting the contract? Is that information they will share if asked?

You can ask them, although most "sales rep" won't know shit about it
You may have to get in touch with someone on the technically side of support
Or better yet, find one of your friends and family who is using that carrier and test with them.

Just did. My friends phone carrier releases everytime when turning off/on airplane mode. Even 10 times in a row in 1 minute. Very nice.

Yup, that's how majority of them should work.
But there are just some odd carriers who has static ones or super long lease periods on theirs.
