It is not. Try applying to AdSense. I don't think there are other networks that will accept site with 40k monthly visits. Most of them require a lot more.
You could also try media.net, but I have never used them, so no idea how they compare to AdSense.

I got accepted by ezoic with only 30 articles and 100 visits per month, my site is very new barely 3 month old how come they denied your site with 40k visits per month?
