4 sites - OR - 1 site

I have 4 sites is mind, all about finance, but different types. So each small finance niche had it's own site was the idea.

Now I feel like it might be better to only have 1 site, since all 4 sites are about finance.

I would gain: DA
I would not gain: PA
I would lose out on: Relevancy

one site for each sub-nice (4 sites) or one site for the whole finance nice (1 site)?

If the niches are closely related, then definitely 1 site. You will save yourself a lot of time and money. Then again, having 4 different sites dominating entire niche is altogether a different matter. Depends on your budget, skills and goals.

I do have a dedicated writer with me, but I don't have any linkbuilding capital, well, I've got some money but I really don't feel like spending on links. So what I have is system administration knowledge (worked for a hosting company in the past as well) and content in both quantity and quality. I feel like my linking game is my weak point, and as it is, one site might be the way to go.

You won't make money with SEO without spending money. That's the first thing you have to be aware of.

I'm very active in a community of niche site creators, some of them friends of mine. If you niche isn't too big and you target the right keywords while offering better content and you're in it for the long run, there's no need to go blackhat. And remember that there's not a single whitehat link building technique in the world. Since linkbuilding is manipulating Googles search algoritm, and that's against their rules. You can't be against their rules forever. It's not longterm.

Manual outreach is a whitehat link building technique
Besides, If you don’t care about link building, why would you care about DA and PA, both of which are nothing but metrics that reflect how strong your site’s backlinks are?

You can care about links as a factor without doing linkbuilding. Manual outreach for links in order to manipulate google sesrch is not whitehat as it goes against google guidelines to manipulate google search. It’s as simple as that.

Oh right! Links should be taken into account as a factor but you shouldn’t build them, and you can rank your website without links, just content. Forgive me, O’ ranking god. I mean, for real, are you here to get some solid advice or just looking to hear what you want to hear? Because if you’re here for the latter, let me tell you, content alone, no atter how good it is, won’t get you anywhere in the SEO world. I’ve learned that the hard way.

That's a too general statement. The thing you need to do, if you want to have a chance ranking whitehat, is take your time, start for keywords so small that you can rank, can build links and can build authority. The statement that you can't ever rank a page without going backhat is just dumb.
