301 worth on old penalized domain?

Hey guys,

I have a old website which was penalized about a year ago and still hasn't completely recovered.
Is it worth it to use a 301 on a new domain even if so much time has passed?
 
If I understand your question correctly, you are wondering whether a 301 redirect will pass any link juice without passing the penalty at the same time.

Well, I'm sorry to tell you but 301 redirects won't save you. The penalty can indeed follow the redirect into your new URL.

However, if your URL recovers in rankings after the penalty expires (it usually takes a few years), it should be completely safe to redirect it to a new destination.

The purpose of 301 is to pass the link juice of the old site, so if the old site was penalized then you are passing it to the new domain.
