Hi, my domain deindex 1 week ago, its oke to redirect 301 to new domain and rank my site again? my old site rank top 3 before deindex
 
If your old site got deindexed, that means that it could have a serious penalty as it is now no longer listed on the search engine.
If you 301 that deindexed site, it will transfer the penalty to the new domain in the process, and the new domain will inherit the penalty, which most probably will not get it indexed as well.
If you can make sure that the penalty is gone, then you can 301, otherwise, if penalty is still in effect, it will transfer penalty instead.
 
301 do works but its just waste of money until the domain you redirecting has like 100k quality (your niche related) backlinks. Otherwise you just gonna waste your bucks on that domain for sitting there and not doing anything.

Ah oke. For new site, how to index without gwt? I use index inject and speed link for indexing. Any other tips for indexing without gwt? thanks mate

Better off creating a new site and if you have login info to change tier 1 links you can replace it with your new site.
 
Getting de-indexed usually means that you have been penalized. It's difficult to get rid of that penalty. At one point, you will be forced to start from scratch.
 
If you do 301 and the penalties get transferred what's stopping you from doing this to a competitor? Not suggesting you should. Just curious.
 
I'd give it a whirl. I used to use 301 many times with success, these days it is hit and miss.
