I have a question—If my site's root domain received a DMCA takedown and is no longer appearing in search engine results, can I implement a 301 redirect from the root domain to a mirror site to transfer its authority? Is this possible?

the issue is that the dmca complaint goes to google, they are the ones that take off your site on serps, not the hosting provider

Ye I know, maybe I was a bit unclear, but meant that if you are running that type of site where you might be running the risk, then you would be better of with an off shore, right?!

Yes, that's true, but it's uncommon for hosting to be disrupted due to a DMCA complaint. If that happens, you can simply transfer your site to another host. Additionally, offshore hosting can be unnecessarily expensive.
 
Yes you can but for 301 redirect from the root domain you should get a request to have a DMCA removed from
the root domain of your website and to be withdrawn from search engine results, if this is done then you can do the
mirror side to transfer its authority.

Of course it is possible to do redirects from the root domain to a mirror site.
 
your domain registrar has these "REDIRECTS"

ex

301 permanent (you will enter your new url there where it will forward your visitors)
302 temporary
 
Generally its not a good idea. Either run multiple mirrors at once with. But they are going to keep repeating complaints, its automated.
