301 redirect rules

Hello guys good day, I found an expired Domain with lots of backlinks I wanna 301 redirect to my money site I have some questions to ask
1: Should I first submit expired Domain to GSC and reindex it.
2: Should I just do a php redirect from the homepage of expired to money site, cause the expired Domain has most of its backlinks to the homepage
3: Would pbn be a better option
