301 redirect question

Newb question but when I 301 redirect a penalized domain to a new domain.

Does the rankings come back for the penalized domain in a few days? for a 1-2 weeks and disappear? (along with a penalty for my new domain?)

(It doesn't matter if its penalized after 1-2 weeks, since its for a launch.)

But is it how that process works?

Rankings should get back but to be honest I don't know if they will stick or disappear in some time
 
My experience is that the new domain will rank again in most cases. But the ranking will disappear again then. In your situation (for a launch) I would give it a go.
 
Depending on the size of your site, it can take some time for all the old URLs to be crawled so that Google can find the new and transfer the PageRank, due to links to the given pages, from the old page to the new.
 
The rankings for the new site may last anywhere from a week to 3 months
 
Ideally you should get the ranking for the new domain pretty quickly. Though its really hard for how much time it stays there... in some cases, I hve seen it lasting for few months and in some cases, it last only for 1-2 weeks...
