I have some good expired domains with backlinks from BBC, NBS. But not relative to my niche
so I should just 301 them to my money site
or build some relative PBN! Then build some links to my money site

If the links are coming from pages with pagerank and the domain also has other links from other domains coming in you may want to use it as a part of your network.

If the domain only has one or two links coming in then you may want to just 301 them.

It's better to use it as a PBN site since it's not relevant to your money site. I've done some irrelevant 301s in the past and my rankings didn't improve.

You could put a single page WordPress site online, filled with 3-5k words about your niche and optimized on-page for your main keyword, then 301 your expired domains to that new URL.
Then, after a couple of weeks, 301 that domain to your actual money site.

You all ready say that your expired domain have not relative back link. Always remember that relevancy is more important to PR. 301 redirect passes link juice to your money site but back links are not relevant, that's why your site may penalised by penguin update.
