Is it a footprint to use 301 redirect plugins and redirect all pages to the homepage on all your PBN sites? I try to find domains with most of the links or at least the best links going to the homepage, but sometimes the affordable domains have links going to a lot of different pages, to the point where it becomes impractical to build each inner age with links. I'd have to build 25 plus inner pages to keep the permalink structure.

That's pretty much like using a megaphone to announce "I'm actively using this expired domain for SEO purposes!". If your existing pages have backlinks, definitely rebuild them, linking out to other important pages on the site to get the juice flowing.
