Hello,

Do you see any material difference between 301ing a domain from the registrar to a site vs. hosting the domain, THEN 301ing it to a site? I would be 301ing to a network site in a PBN.

I ask because I redirected a site via the registrar but do not see PR carry through to the new site, which I thought was odd.

It doesn't carry over right away. Especially not that Google only updates PR once/year. But not in general it does not matter, I use both methods.
 
I'll use the registrar forwarding if I can but be careful because some only do a 302 redirect not a 301. Also, if you have internal pages to move too, some registrar 301s only work on the top level domain so any internal pages will not be redirected and this juice is then lost.
 
When doing a redirect from registrar, (IN MOST CASES) you can't redirect individual internal pages. So its its the entire domain is redirected to homepage of the new site.
