301 link relevance

hello
Today, I found an expired domain on a local government website. It has 4.4 million backlinks and only 100 outbound links, all of which point to other government websites.
The issue is that the linked page is about universities, while my website focuses on a different niche.
My question is, can I create an article discussing universities and mix it with my niche ,Then 301 redirect that link to my article. Is this strategy worth it and can have benefits ?

Yes you can,
a good link from authority website will still give you a boost even if the website is not relevant,
you're making the best choice already, why would 301 the link to your website tho?
linking directly to your website would be better, you'll get all of the link juice

from which country? Probably better to do as hideath said, build up the site and put a backlink from the homepage to your money-site.

Just create that post and link back to your site normally as an external link, no need for 301 redirect in this case.

I think I didn't convey my point correctly; there is an expired link in an article about the university on a authority website that requires registration. Now, I wanted to know if it's a good idea to create a page on my website, write an article about the university and mix it with my niche, then 301 redirect that domain to this page? or If I understand correctly, you are saying to bring up an website on the expired domain and then provide a link from there, is that right?

According to my knowledge, using a domain with great backlinks from a related topic to redirect to your content can help your SEO, but it might not work as well as if the topics were closely related

Yes. Don't try to get more bang for your buck or you will end up completely screwing your site. You don't do 301s from non relevant domains.

Well, that will depend on the link itself,
How valuable it is?
Is it a link within within of the top website pages that's getting a ton of internal links, linked from the menu/sidebar, etc...?
Does the page have an outbound link only to this domain? Is the link placed at the top of the page? How many total links within the page (internal + external)?

Now, depending on that, ask yourself,
How much would you pay for it if it was a niche edit/guest post?
If your answer is less than $300, you should let it go,

You can point this to some testing/smaller/PBN website if you got any,
That will be worth the trying for sure

I wouldn't personally go for it, not really worth,
If you decide to do so, redirecting to an article as you described before would be your safest option

Beside making 301 redirect, you could also make external links as well. Both works fine. Depends on context it may vary.
