301 as buffer site or Contextual web2.0 ?

Which is better ?

301 as buffer site means , we do short url like bit.ly to our page which we want to rank ? then build backlinks through them ?

OR

We make some web2.0 and build backlinks to them ?
 
301 sounds like a great idea, but as some of the guys here who use this method all the time will likely tell you - they seem to have a tolerance level to inbound links - above which they either fail, or don't pass on the juice you would expect.
So in a low comp niche this might be a decent idea if you accept the limitations.
Otherwise the WEB2 seems better( Mix it up - not just web2 though - high authority content sites of all kinds)

Well i have seen people buy a domain usually which contains their keyword and they usually put a lot of blog comments or profile links to it and then simply 301 to their money site.. I wonder how safe it is

Not very What I have found better is buy old domain, build site with plenty of content, then Redirect the site.
