Looking for recommendations for SEO service (mostly whitehat since this is an ecommerce site). I have a budget of $300/month.

A press release may be fitting. PauloPaul has a good service that gives you a Press Release as well as a good amount of backlinks.
 
I would suggest PPC. Sign up for adfly or other programs and run campaigns on Google ad words, on hot products, if done nicely you will definitely get a good rate return for investment.
 
hire someone on freelancer and pay them a fixed price or per hour and create high PR backlinks - 10-20 per day is ok I think but depends how old your website is. High PR is PR3+. anything less than that I think its pointless in my experience.
 
Message me with the lowest quote you have received so I can undercut all their rates and give you an affordable deal.
 
Just be careful. You are probably doing to get dozens of PM's from "seo experts". Do you due diligence and don't go with anyone you aren't completely comfortable with. You don't want to end up with someone who has no idea what they are doing outsourcing the work to fiverr.
