You have to make sure that you can park a car up, close to your hotspot.
For example, I would love to go to central London and park my car at for example Oxford Street. Is it possible? Unlikely.
If you go to a shopping center, for example in Stratford, you are more likely to find a parking space.
Same as for airports, it's very hard to find a place where you can stay a few hours and have enough customers at the massive airports like Gatwick or Heathrow.
Try it at Norwich airport, and you have a different story. It's all about your research and execution.

For the people asking how I do it with the IP's ? Ehm, never had any issues. If you're at a shopping center you have usually the general WiFi, but also have like M&S free wifi, and lots more free WiFi's. This will only work if you stay in your car. If you go out you just leave it on the 1, which is not either a problem, although you could work around it with some extra hardware, but is it worth the effort and investment?
I got questions from the CPA network, although I felt I had to explain it there, since I would of been kicked out, but they understand it are different customers and it's actually being shown to a wide group of people.
Sometimes being honest doesn't hurt. Don't be it to often though. Adsense is a whole other story, have to be very careful there. Might take risks there, very true.

is there anything stopping me setting this up using tomato on a laptop, plugging my laptop into a power socket and mcdonalds in a busy shopping center and doing it that way? I assume the Antenna is a valuable requirement? it seems huge haha

You will need a way to broadcast it. It would be possible if you could plug in a UTP cable in a outlet at the mall, and share it via your WiFi card and run everything from your PC.
Problem is that most outlets are not patched, and you can't just use a UTP cable, haha.
That's why I catch the signal with my WiFi adapter, and plug a cable in to the router and broadcast it that way.

Mind you, you could use a phone to share 4G signal from. Tether it by bluetooth and set up some ad hoc network locally. No experience with this though.

Also i live beside a huge santander call center, could i do it that way?

Could you tell me in what way this would be theft? Using free networks, to offer a free network. Not removing the other network. People decide theirself if they want to connect to my network. If they decide my one will do, than it's up to them to get through the ads and offers.
So i'm wondering out of what point of view you think it's theft?

1. How to set up landing page and offer for router
2.Do you force peole have to complete offer to join your free wifi?

Not a bad idea at all. Could even be done on a mobile phone via teathering...

Why even offer the WiFi? Just let them go through the ads/offers and when they're done, show them an error message. Or am I missing something?

Would they need the internet to access the ads though? Or you mean for when it falls back to 3G/4G?

I wonder how many people would go through the offers multiple times trying to clear the error message.

I was thinking that, however if people dont have 3g/4g signal they would need it to view the offer?

That's a serious point you have to discuss with the people you get the offers from, before you even start with it, since otherwise you will hit the banhammer. Thing is if you can prove it are genuine people, that are all on that same IP it's not a problem. How you can prove this? Well since you have access to the network you've set up, you can prove it by DHCP records, mac addresses, etc.
Not everyone is interested in this hassle, and rather go for the easy way and pick someone that doesn't have all people from the same ip. Thing is, you can give them very targeted offers, which attracts certain advertisers.

Another way is to get your own ads, mix offline with online etc. Lots of twists possible to this. Aslong as you communicate with the people you do the work for.
