First thing you need is 30 mobile phones, then 30 Sim cards. After all this, if you have the relevant knowledge and experience then you could set it yourself. Otherwise, if you are someone like me who doesn't know how to make mobiles and how to configure them in becoming proxies, then you might need to hire a freelancer. By the way, I am also looking forward to creating around 10 Mobile Proxies and then selling them here on BHW. I might have to hire a freelancer as well.

-30 x simcards with data = $1,000
-30 x USB devices = $1,000

Highly depends on SIM cards provider, whether they have cheap plans and how hard it is getting those in bulk.
Routers should be cheap but the 4g proxy business itself made the prices rise in most websites so you gotta check with local retailers to get optimal pricing.
The rest is all up to you, software can be coded by you or you might need a developer to take care of it all, raising the price, you also have to think of some hardware to wire it all together, usb hubs and raspb./micro-computers.
