I will go with 2 * 20.. bcos it have diff ip, PA, DA etc..

Everything else being equal? Are you suggesting that the domain with 40 backlinks and the 2 with 20 backlinks each all have equal trust and authority? Or are you suggesting that the domain with 40 backlinks has twice as much trust and authority than the ones with 20 backlinks each?
Number of backlinks means nothing by itself.
IF you are saying that the domain with 40 backlinks has twice the power of each individual domain that has 20 backlinks, then I'd probably go for the two separate domains. You halve the risk of de-indexing and you can choose two different anchors.

1 is not a network, and although hypothetical, for the purpose of seo 2 isn't either.
The number of links is so piddly small that I could do it in an afternoon, so I'm assuming you are asking, should you spend your seo budget on two sites rather than one? Meaning each site will only get half the juice.

If they are exactly equal, theoretically in terms of power alone, there would no advantage / disadvantage to choosing one over the other. It's a trick question!
