simple answer is, we can only speculate
I have seen on YouTube, when you are scrolling through shorts sometimes there are ads now just like on tiktok. So it might be that this is an ad, so it got shown to a lot of people but since people know that its not a real short they just kept scrolling.

That video can't even get 1 view from shorts, cuz the video is 1 minute and 9 seconds. so forget about shorts.

my video got 20 thousand views from youtube recommendations and that video got more than 300 comments, so it is also impossible that this video got 2 million views from youtube recommendations
Shorts, short form content, anything that falls within the TikTok range has been getting pushed by the algorithm. You'll notice it mostly on mobile, and this video isn't even an outlier in its own niche. Also, short form content + kids content = very few comments.

its not botted yt recomends this stupid videos to kids man . and kids dont comment , i have channel with kids content i make around 15 comments on 1 million views not botting .
you cant bot that ammnoun of views in that short time , and the views stay who in the world has so many rezidentiial proxys ? who has so many pcs ? to make 1 milion views per day you need more than 10 pcs running non stop who pays the electrcy bill ? think a little bit before saying bots .... its not that eazy who investest thousands of dollars in some stupid content like this ? its youtube recomendation all day ... they dont make money the cpm on this video is like 0.0004 been there done that , its worst than shorts ... to make this channels is eazy just look on each video closly u will find the thing
