On Topic: I'll write those articles for $1.5 in Portuguese. You just have to translate them. If you want, i can translate the articles myself for a $4 fee each.

I don't understand...what's going on BHW...people are just coming up signing up and offering looking for cheap services..looks like they don't have any dignity for others labour.

Another way to look at lowball offers like this is to use the "higher and greater use" concept, the way a real estate investor looks at a boarded up house with a weedy, un-mowed lawn. Others see a dump, but he thinks "with a little upkeep, a new paint job and minor makeover, this could be a major moneymaker."
Since the OP will take re-writes, you could do a rewrite of three 250 word articles that could be combined into one 750 word piece, manually spin them and sell as PLR, to AC, your own EZA submission, bundle as ebooks, etc, all off the same base content. In which case you get paid $1.50 for the rewrite, $6.50 from upfront payments from AC (submitted as 3 250 word re-writes).
Do four articles this way and you have base material for selling 12 article PLR packs for $5 each, or $60 per 12 sold. This doesn't count earnings from using the articles in a minisite for Adsense and affiliate cash. Just speculating, but this cheapo offer could be a base for multiple profitable operations, if you squeeze it dry.

You know nothing, the rentals in mumbai are $400 for a normal flat, to buy a good 3bdrm appartment in south mumbai it is going to cost you close to $900,000, you read it right and thats just an appartment not the whole house.
As for OP it is not going to be easy to find someone at that cost.
