$25 to spend - high PR, high relevance or spam?

I've $25 burning a hole in my Paypal account.

I fancy buying some link building to a white hat affiliate site, which has 2600 IBL (YSE), mostly from Scrapebox on low PR, but relevant blogs. Also a few spun articles.

Of all the services on offer here, and elsewhere, what do you guys think would make the most (if any) difference?

That cash will buy me something spammy like a 250k blast, 5000 profile or 2,500 post+profile Xrumer.

Or I could buy...

2000 directory submissions...
...high PR, not relevant links (how many)...
200 bookmarks.

Or could I be more imaginative and get someone to do something that will help make "real" links i.e. improve my site content?

My gut feeling says go for the high PR, given the spammy nature of existing links.

What are your thoughts?

$25 is not much and don't know if it will be enough. If you already have 2500 links then you need some quality. Go for the high PR links.
 
First of all, for 25$ you can't buy much unless you hire some freelancers. I'm not sure if the xrumer blast will do any good to you but the directory submissions and bookmarks are almost useless nowadays. Why not build some quality backlinks manually? Forum posts, article submission, press-releases, etc.
 
Since you already have quite a few low(er) quality backlinks, I'd go with high quality. That is if you can find anything good for $25.
