You've hit the Twitter magic number. Basically once you are following 2000 people you can only follow 10% more people than are following you. That usually kicks in at 1819, but I guess you are following more than 2000 people for some reason.
To follow more people you need to unfollow some. From now on you just need to keep an eye on your following:follower ratio.
Be careful not to churn though as you will get banned. Best way is not to follow and then unfollow too quickly.
