Buy the simple WP hosting plan on godaddy, get a new domain name. Find a coupon to get domain for $7.
Hosting is $4 I believe. That's $11 at most, and you can prepay for $9 worth of hosting. Do everything manually from content/theme(you can get for free)/SEO and more.
You can also do all that, then get a JV partner to do what you can't do and split profit 50/50 or something. You can't ask for their investments if you try to get a JV from here though. Good luck!

DEAR $20 IS Too low price to start .. you can wait for sometime to increase money to start CPA
