No, but i did have a pub account with them already but only for the last month "no payment yet"
all i had to enter is my paypal. if you go over the $20 then they will want to charge you, but as it states just stop/pause ads before $20 limit. once setup is complete you will recieve this message

there pay for pub is shitty, made alittle over $20 -73k imp
will update asap on the $20 in free ads, as i am sure you can make multi acc's for it "as long as you have multi paypal acc's"
