It depends there is a number of things to look at.
In some markets you can rank with just having your page set up right or only a few links to your site.
Yes if he has 40 links from good article sites then yes that would be enough to rank.

What do you mean relatively competitive keyword? Because I have an article hitting a relatively competitve keyword with only 40 social backlinks.
What I mean by that is some keywords although they appear competitive the true competition is low..How do you define competitive?

Article backlinks can deliver big SE Ranking increases, especially if they are diverse with unique/spun content.
They have even more weight if you pump them up with scrapebox or xrumer links, so 40 may sound like nothing, but you can't compare 40 article links with do-follow anchors to 40 scrapebox comments.

I see this happen all the time and most of the time they articles have no backlinks.
