My entire question won't post here because I'm new, and it's real long w/ an image, but I posted it on Google Groups for you to see it and possibly give any assistance with it:

If you google:
2 manual actions, 5 denied requests, considering 404ing

Well if i understand it properly 301ing just passes the penalty through to the end url. So i was thinking 404 and then make new urls, rebuild the internal link structure. Thoughts?
 
So what you really mean is you're considering abandoning the site and starting again?

Check to make sure your content has not been scraped and posted in it's entirety anywhere else in the google index (search for sentence fragments in quotes). If it hasn't then I would dump the URL and move the content to a new domain (either fresh or bought at auction/recently expired).

To do this, install WMT and deindex your entire site. Check that it's deindexed. Post all of the content on a new site (changing the URL structure is ok, but not necessary in my experience). This is like starting the site from scratch so it won't rank until you run some SEO on it. The point of this is to reuse your content so you don't have to start from scratch. If we are talking about a smaller site with only a few pages then I would just start with fresh content period.

Oh and don't waste your time with all those reconsideration requests. If you do SEO you are playing a game where you don't control the rules. Be ready to move on at the drop of a pin (or penalty in this case).

The content hasn't been scraped, and would rather rebuild url structure, than start an entirely new site.
 
You aren't providing us the URL (or in the other thread) so there's not much you can do.

Google will not continue to deny requests if you have truly tried to remove links and done so properly.

Start getting those bad links removed, that's the only want to get a penalty removed.
