the account could be old, or he could have been a seller a while back. Occasionally happens

He could have another seller account that has a greater feedback score, which would allow his 2nd ebay account to have a equal or slightly less seller limit.

guess he needs to make hay while the sun shines, hard to sell from though as trust would be very low
