2 blogs just like the same, How has Google not penalize them?

I saw 2 wordpress blog just like the same. All posts of one of them links to second site and the canonical tag of that is also the second domain. How has Google not penalize them so far?
All links of first website is counting as backlinks for second site.
Both sites appear at first result pages in competitive keywords.

Seeing a lot of spam and low quality results all over the place.

I found a complete copy of a site recently, it's brand new and ranks above the original content for several searches.

It's "rankbrain" the not so intelligent artificial intelligence.

There's lots of spammy stuff that will work for a while, like it seems this one is, but it's not a long term strategy, eventually it will be caught and brought down...but who knows how long until that happens, and how much money they might earn in the meantime. But just because it's spammy doesn't mean it doesnt work..for a while
