If you are not targeting tier 1 country, that is possible. I did it once few years ago, with carpet bombing + high budget + Great creative who get a lot of engagement (likes, time view, etc)
You won't get it on day 1 though, it takes some times.

EDIT: Sorry, my bad. I somehow read 1k impressions = 1$. This is possible. But 1k visitos to your site for 1$? Nope, that's not possible.

Sounds like your friend ran pop traffic to a redirect link they copied off a fb post.

Looks like he's targeting 3-4 tier countries. Even if he's managing to get 1k visits (probably using a clickbait image or title), those visitors are worthless.
