You need a mixed strategy
Shorts are useful for gaining subs but it's very difficult to get 10M in 90 days (you need getting more than 100k views in 90 days in a row) because you can have a hit, you can get a million gem but you need to get them as a common thing not at the rare specimen they are. And of course, no short get 1 million views in one day (if you are very lucky you need a week, but the common it's you need 1 month to break the 100k barrier and another month to achieve the million/
Due to it, you need to upload long videos to achieve the monetization by having 4000 hours of viewing (mainly because 1000 views of 2 minutes of retention a day means 120 days in a 365 days period, 4 minutes of retention means only achieve the goal in 30 days in a 365 period). It's not so easy but more affordable than the 10M views in 90 days

Initial Hook matters most. Try different intro and experiment. And 1k Subscribers in a short time is incredible.

in a way its good that shorts isnt working, you have a higher earning potential from long form videos than shorts, just hold on for the watch hours, you can get there in a month or two. If you switch to shorts content, most of your views will be re-directed to shorts and yes you can monetize your channel quicker but then shorts videos pay you very little. So just be consistent with the uploads and quality of your content, and the channel will grow soon.
