So does everyone design there sites for 1024 and up resolution. I have a site that is not able to squeeze down to 1024 it will require the user to scroll horizontal. Is that a big deal?

You can designing websites for all screen resolutions such like 800 x 600, 1024 x 768, 1280 x 1024 and higher, in optimization 1024 and up resolution are best.

it's a big deal if the user doesn't want to scroll - would you

I'd just hit the back button and go to a page that I could read easily, as would most people.

Horizontal scrolling is incredibly annoying if it's necessary to see the essential text. On the other hand, if the only thing off to the side is some irrelevant design element, it's not such a big deal. Even the nav can be off to the side if it's not a site that needs a lot of switching between pages.

But if the text won't fit, I'm outta there. I want to be able to read what it says without having to peer through a virtual porthole.

The default resolution for sites nowadays is 960. Even having much wider monitors in the market, there is no need to create wider sites for that.

In very rare situations you may create sites wider than 960, because this is going to make the user experience freaking annoying. The need to scroll the site horizontally is very annoying.

That's why this framework has been created: http://www.960.gs

I still keep all mine slightly under 1000. If you are some fancy media outfit and think you can bully your fanboy visitors into obedience, good for you, but my best paying customers are those who use IE6 under XP.

If your viewers are 'typical', then 85% of them would be fine if you went a little over 1024 wide:
    http://www.w3schools.com/browsers/browsers_display.asp

So... two questions you have to ask yourself:

    1) Are your viewers typical? If they are more technical or graphic in nature, it could be even a higher percentage than 85%

    2) Are you willing to annoy (and likely lose) the remaining (15% or less) visitors due to your horizontal scrolling.
