If you had $1,000 a month to spend on link building, what would you spend it on?
A monthly SEO service?
Freelancers?
Guest Posing?

If you had a service in mind, which one and why would you recommend it?

I'm currently spending 3 x that amount on content, but feel I've been neglecting links.

No. I want to remain as white hat as possible. Plus maintaining a PBN is a massive pain I could do without.
 
I would get some guest posts every month, or hire freelancers who can acquire them for you but when you are buying you can pick the sites you like.
 
It depends on the Business/Service.

If you are looking only for white-hat, I would suggest you to look for guest posts in your niche. Make sure you are getting links from top quality sites that has real value and not on sites that are built for publishing links.

Getting authority links might help you in getting more exposure to your site and it gains you a reputation too. Also, keep posting good contents on your site since that will help immensely adding value to the above links.
 
$1000/month is a decent budget. I'd do guest posts or build a PBN.

Content is important, but you're going to need links to get to the top.

I know lots of people will work 7/24 for that money on freelancers.
 
Outsource your outreach campaign to freelancers who know how to build links and send outreach emails. Or train them to do it. Sending email takes up a lot of time but with that budget you can scale your efforts.

Alternatively, you can just buy guest post opportunities. As long as the site is not spammy, have low OBL, have good authority etc you could consider it. The following is a site I use if I don't want to search for guest posting opportunities myself.

Purchase expired domains and build sister websites, will then hire seo for those websites and after it gains good authority, I will have at least 50 good websites within a year to link to my money site. Did this for my client and ranked from nowhere within a month.
 
In simple word, check the keyword competition, then do. If it is low competition, no need to spend this much,

If you are running a professional business, you can go with the Guest post for strong links. There are some people providing guest post at $50 to $80 per post(3 Do-follow links), use them. Just $500 per month enough. Save your money. If you have doubt let me know.
